Planning Policy Context

The image below identifies planning policy designations pertinent to the proposed development site. The location is within green belt, the 5-7km zone of the Thames Basin Heaths Special Protection Area and a small area in the south-east corner is identified as a Site of Nature Conservation Importance. A small group of trees on the north-western boundary of the Site is subject to a Tree Preservation Order. To the south of the site some land is identified as ancient woodland.

Elmbridge Borough suffers from acute housing need. The Council can only demonstrate a 0.9 years' housing land supply against a required 5 year minimum.

The current Elmbridge Local Plan is out of date and its replacement was withdrawn earlier this year following review by the Local Plan Inspector, who found the draft Plan unsound because it did not meet housing needs in the Borough.

To meet demand, new sites have to be found and the Council has published a 'Call for Sites' in 2025. In response, this site has been submitted for consideration as an allocation in any future Local Plan.
